International Residential Code (IRC Section R806) mandates attic ventilation to purge moisture in winter and extreme superheated air in summer. The code specifies a minimum ratio of 1 square foot of Net Free Ventilating Area (NFVA) for every 300 square feet of attic floor space (or 1:150 if no vapor barrier exists).
