What is the difference between "Speed %" and "Interpret Footage"?

In Premiere Pro and DaVinci Resolve, both methods produce the identical visual outcome. "Interpret Footage / Clip Attributes" changes the clip's native playback frame rate in the media bin, while setting "Speed / Duration" to a percentage changes the speed of an instance on your timeline. For example, conforming 120fps to 24fps by setting speed to 20% or interpreting as 24fps both play 1 recorded frame per timeline frame.

Why does conforming 59.94 fps to 24 fps cause stutter?

59.94 fps divided by 24 fps is 2.4975x, which is not an integer ratio. If you drop 59.94 fps directly into a 24 fps timeline without conforming, the software drops frames unevenly, causing micro-stutter. Conforming the clip to 23.976 fps ($59.94 / 2.5 = 23.976$) delivers perfectly smooth, jitter-free playback.
